Looters shooters are online games with an emphasis on co-op where you are supposed to get better items and the best looter shooters should perfectly implement this idea. It is important to note that an active player base is an important factor for any looter shooter since they rely on online connectivity. The list contains 5 of the best looter shooters with an active player base and good loot mechanics. Some of the games on this list are new while others are out for quite some time. The ranking takes an active player base and regular updates into consideration as well as other factors.

5. Borderlands 3

Borderlands 3 is a first-person coop-focused looter shooter. It has a sci-fi setting with a bizarre nature that focuses on a light-hearted experience. The game has fun combat with a decent amount of end-game content. Just like any looter shooter, you are supposed to get better equipment to perform better in combat. The higher the difficulty, the better are the rewards.  Better gear and builds can make your character more potent. Borderlands 3 is the third installment in the Borderlands series. The weapon variety in Borderlands 3 is quite good, each gun has a unique style of reloading and shooting. The game was released on September 13, 2019.

It is a live service game that is more coop-oriented. There are microtransactions but the game gets updated from time to time. Though the upgrades that it gets are minor at the time of this writing. Borderlands also has multiple DLCs that can add a lot more content to the game. It has more DLCs than any other game on this list. All of its DLCs and the base game are pay-to-play. Unlike most looter shooters, Borderlands 3 can be played both online and offline. The first Borderlands was the game that kick-started the looter shooter genre. So if you want to play part sequel of the first looter shooter then Borderlands 3 could be the game for you.

4. Outriders

Outriders is the newest looter shooter on the best looter shooters list. It is a 3rd person shooter with a sci-fi fantasy setting and it takes inspiration from different games. The gameplay of Outriders seems like a combination of Destiny, Anthem, The Division, and Gears of War. It is a 3rd person shooter with brutal combat and lots of blood & gore and it is completely different than Borderlands 3. Outriders is a fast-paced game with good gunplay. It is a looter shooter and a combat-oriented game that rewards players for aggressiveness. It rewards players for taking enemies head-on which entices them to become aggressive. Such gameplay tactics make its combat brutal. Outriders was released on April 1, 2021.

Outriders is not a game as a service and it is purely a PVE game. It can only be played online and there is no PVP element in the game. There are no microtransactions in the game and it gets updates but not new content. It is a full package and does not have any DLCs. The lack of microtransaction and DLCs makes it good for players who want a full package without spending more. It was one of the most anticipated games of 2021. However, it had a rough launch and was plagued by glitches. With fixes and updates, it is now a stable game. So if you want a looter shooter with brutal combat then it could be the game for you.

3. The Division 2

The Division 2 is the only looter shooter on the list that takes place in a realistic setting. It is the only game that realistically presents the idea of a post-apocalyptic world. The Division 2 is 3rd person shooter that relies heavily on cover mechanics. Players are agents that are supposed to bring law and order to society. The Division was a new concept of looter shooter and The Division 2 is its continuation. The build system of the game is one of the best in any looter shooter. A looter shooter is all about making your character stronger through builds and The Division 2 does it better than any other in the genre. The game was released on February 7, 2019, but it still has a decent amount of player base.

The Division 2 is an online live service game that cannot be played offline. It has both PVP and PVE aspects with an area dedicated to PVP known as Dark Zone. There are microtransactions in the game and it gets regular updates though it has not gotten any new content in the past couple of months. New content is in the pipeline and it could arrive soon in the game. The Division 2 also has a DLC that is an important part of it. Without it, the game is pretty much useless since most of the content is directly tried to Warlords of New York DLC. It is my personal favorite looter shooter but due to its stale state at the time of this writing, it is not the top game among best looter shooters.

2. Warframe

Warframe is a 3rd person free-to-play game and it is the only completely free-to-play game on the list. It is the oldest game on the list which was released on March 25, 2013. However, the game is still getting regular updates thanks to its active player base. It solely relies on microtransactions to generate revenue like other free-to-play live service games. The game has a bizarre setting and you play as a Ninja that wears one of the three Warframe armors. Many of the looter shooters take inspiration from Warframe as it is one of the first live-service looter shooters. The combat system of Warframe is one of the best as the way characters move is different than any other among the best looter shooters.

It is an online game that cannot be played without the internet like other games on the list. The game has both PVE and PVP elements but it focuses more on the PVE element. Warframe is a live service game that gets regular updates. It is also the reason for its higher position among the best looter shooters. There is no pay-to-play DLC as every update is free big or small. Warframe is a free-to-play game so there is no harm in giving it a try unlike other games on the list.

1. Destiny 2

Destiny 2 is partially free-to-play as only the base game is free. Most of the content was removed from the base game upon the release of its new DLC. So the base game will give you an idea of what to expect from the rest of it. Destiny 2 was released on September 6, 2017, and was a pay-to-play game upon release. The game was made free-to-play in October 2019. It also takes inspiration from Warframe and Halo. Players can feel the essence of Halo in Destiny 2 since it is developed by Bungie. Bungie was also the developer of the original Halo trilogy as well as Halo: ODST and Halo: Reach. So you can expect good first-person combat. It takes place in a sci-fi fantasy setting with a different types of intergalactic races as enemies.

The original Destiny was a huge success and was one of the first pay-to-play looter shooters that was extremely successful. Destiny 2 is an online game that cannot be played offline like other best looter shooters on the list. There are microtransactions in the game along with pay-to-play DLCs. So it is the only game on the list with a pay-to-win situation despite being partially free-to-play. Destiny 2 has three DLCs with the fourth one coming in the February of 2022. It has great combat and setting but can be more expensive than any other game on this list in the long run. Destiny 2 also has the largest active player base among looter shooters and gets more updates than any other in the genre. So if you are looking for a live service looter shooter that gets lots of content then this could be it.
